శ్రీ ఎస్.అర్.శంకరన్ కు నీలిజెండ నివాళి!
దళితులకోసం, పేదలకోసం అడివసులకోసమే ప్రభుత్వం ఉన్నాడని, అధికారాలు ఉంటాయని, రాజ్యాంగం ప్రధానంగా వారికోసమే అని తన ఐ ఏ ఎస్ పదవిలో ఉన్నంతకాలం రుజువుచేసి, ఆచరించి ,ఆదర్శప్రాయుడైనఎస్.అర్.శంకరన్ కు మొత్తం ఐ ఏ ఎస్ సర్వీసుకే మకుటాయమానమైన వ్యక్తి. అటు కేంద్రంలోనూ, ఇటు రాష్ట్రాలలోను ఉన్నత పదవులు చేపట్ట, పూర్తి భాద్యతలు నిర్వహిస్తూ తన కాలం మొత్తం ప్రజలకోసమే వినియోగించి ప్రజల నాల్కలలో ఎప్పటికి మెదిలే ప్రజా అధికారి శంకరన్.
ప్రభత్వ యంత్రాంగాన్ని మొత్తం మొదటిసారిగా ప్రజల వద్దకు తరలించిన మొదటి అధికారి శంకరన్. ఒక దళితవాడలోకి వెళ్లి అక్కడ మట్టి అరుగు మీదనో, నేలమీద తాటాకుల చాప మీదనో కుర్చుని ప్రజా సమస్యలను పరిష్కరించిన మొదటి కలెక్టర్ ఎస్.అర్.శంకరన్! ఆయన ఒక్కడే వెళ్ళటం కాకుండా మొత్తం కలేక్టర్నుంచి అర్.డి.ఓ ,తహసిల్దార్ మొదలు కారణం వరకు అందరినీ దళితవాడల్లో హాజరు పరిచి రెవెన్యు దర్బారును నడిపించిన సాహసి అయన.
రాజ్యాంగం ఉద్దేశించిన శ్రేయోరాజ్య స్తాపనకోసం "సంక్షేమ" పధకాలు ప్రవేశపెట్టి అసలు సంక్షేమం అంటే ఏమిటో అర్ధం చెప్పి ఆచరించి చూపిన కర్యదీక్షపరుడు శంకరన్.
పేదరికాన్ని గాని, అంటరానితనాన్ని గాని పోగొట్టటానికి భూమి, విద్య వారికి అందజేయడం ఒకటే మార్గమని విశ్వసించి, ప్రభుత్వం చేత ఒప్పించి, ప్రభుత్వభుమిని పేదలకు పంపిణీ చేయటం లోను సాంఘిక సంక్షేమ హాస్టళ్ళు, రెసిదెన్తిఅయల్ పాటశాలలు నెలకొల్పటంలో ఎంతొ చొరవ చూపించారు. అంతేకాదు స్వయంగా తన జీతంలో నుంచి కొంత మొత్తం ప్రతినెల పేద విద్యార్ధులకు ఇచ్చే వారాయన.అనేక విధాలుగా పేద విద్యార్ధులను ఆయన ఆదుకున్నారు.
ఉద్యోగ విరమనాంతరం రాష్ట్రం లో నెలకొని ఉన్న కల్లోల పరిస్తితులను కొంతయినా చక్కదిడటానికి, భ్తకపు ఎన్కౌంటర్లను ఆపటానికి ప్రభ్త్వం-నక్సలైట్ల మధ్య శాంతి చర్చలు ప్రారంభం కావటానికి ఆయనే కృషి చేసారు. అయితే ప్రభత్వ వైఖరి వల్ల అవి పురిటిలోనే సందికోట్టాయి. అయన చేపట్టిన కార్యక్రమాల్లో విఫలవటం బహుశా ఈ సందర్భం లోనే ఏమో.
అటు దళితులూ, పేదలు, అడివస్సిలు, నిస్సహాయులకు తానూ అండగా ఉన్నానని అనేక సార్లు ముందకు వచ్చి వారి జీవితాలలో మరువలేని వ్యక్తిగా నిలిచి పోయాడు. ప్రజా జీవితానికి సంభందిచిన అనేక అంశాలలో ఆదర్సప్రాయుడిగా నిలిచిపోయిన ఎస్.అర్.శంకరన్ గారికి నీలిజెండా నివాళులు అర్పిస్తుంది.

COMMITTED CRUSADER:Revolutionary writer Vara Vara Rao paying respects to retired IAS officer S. R. Sankaran who passed away in Hyderabad on Thursday afternoon.
HYDERABAD: S. R. Sankaran (76), a former senior IAS officer, widely known as ‘an ideal people's IAS officer' for the proactive role he played in formulating pro-poor policies, passed away here on Thursday after brief illness. He was a bachelor who devoted his life for the welfare of Schedules Castes and Scheduled Tribes.
A personification of simple living, honesty and integrity, unassuming but strong, modest yet firm and affable, the diminutive civil servant was a role model who showed what an IAS officer could do for the marginalised sections of society.
Sankaran held wide ranging posts in Central and State governments including Principal Secretary of Social Welfare in AP, Secretary, Union Ministry of Rural Development and Chief Secretary of Tripura. He was among the seven IAS officers kidnapped by the then People's War Group at Gurthedu in East Godavari district.
High point
The high point of his career was the abolition of bonded labour, special component plan for SCs & STs and earmarking resources for weaker sections in the rural development programmes.

After retirement in 1992, he shifted to a modest apartment in busy Punjagutta area and continued to fight for the rights of the poor, sharing his pension with SC/ ST students.
Lifetime mission
It became his lifetime mission to demystify the left-wing ideology and try and bring about a meeting point. His initiative, Committee of the Concerned Citizens strove hard through mediatory efforts to find sustainable solution to social turmoil.
As one of the Commissioners appointed by the Supreme Court, he would argue how the State had the constitutional obligation to eliminate hunger and secure right to food to the people.
